Quang Nam province raises export value from agricultural planning

Quang Nam province will partition large-scale agricultural production, prioritize the development of high-tech application production and have mechanisms to attract investors and raises export value.

“In the 2021-2025 period, Quang Nam province focuses on finding outputs for agricultural products, both domestically and export. This is expected to be a breakthrough for the development of the province’s agricultural production,” said Mr. Pham Viet Tich, director of the Quang Nam Department of Agriculture and Rural Development.

According to Mr. Tich, Quang Nam province has a favorable investment environment. In addition, the province's agriculture has many fiscal spaces for development, especially for processed products and high-tech applied products.

Agriculture in Quang Nam province currently accounts for a small proportion of the economic structure, with less than 15%. As of early 2021, investment in agriculture was at a low level. Agricultural production is closely dependent on weather conditions.

Director Pham Viet Tich admitted that the province's agriculture is slow in applying science and technology. The consumption market, even for key agricultural products, lacks stability.

In recent years, Quang Nam province has planned agriculture to create favorable conditions for investors to access land and water surface easily.

Many large companies and corporations such as Dai Duong Xanh Co., Ltd, T&T Group Joint Stock Company, and FLC Group Joint Stock Company have invested in Quang Nam province.

Some businesses use forest environment services to organize the planting of Ngoc Linh Ginseng and medicinal plants, such as Vingroup Joint Stock Company, Viet Real Estate Trading Joint Stock Company, and Ngoc Linh Ginseng Pharmaceutical Co., Ltd. Vietnam.

From 2016 to 2020, the province has attracted 78 investment projects in agriculture. This number is now over 90. Of which 13 projects are using forest environmental services to plant Ngoc Linh ginseng.

Mr. Pham Viet Tich, Director of Quang Nam Department of Agriculture and Rural Development, said that the number of agricultural investment projects slowly increased because they had to negotiate land-related problems with the people themselves. The work of site clearance and the progress of projects are therefore often lengthy.

“With projects invested by cooperatives, in the form of renting land or link with farmers based on the capital contribution of land use rights, local authorities are confused when appraising design documents and granting construction permits," said Mr. Pham Viet Tich.

To speed up the restructure the agriculture in association with new rural construction, Quang Nam province has considered the farmers’ role as the center.

Quang Nam province's solution in the 2021-2025 period is integrating agricultural planning into the province’s general planning. In addition, the province assigned the Department of Agriculture and Rural Development to plan the large and specialized production areas, prioritizing the development of high-tech agriculture.

The process of organic agricultural production, which was established a few years ago, will be closely associated with tourism development, especially in the peri-urban areas, midland and mountainous areas, and coastal plains.

Besides the above two solutions, Quang Nam province will have a mechanism to direct investment capital of enterprises into rural areas. This aims to build the connection along the value chain.

“Quang Nam province expects that the number of investment projects in agriculture in the next 5 years will reach about 20-30 projects per year. That is the basis for improving export value in the future," Mr. Pham Viet Tich emphasized.

Previously, on 24 December 2020, Prime Minister Nguyen Xuan Phuc had a teleconference with Quang Nam province’s leaders to assess agriculture in 2020.

For 2021, the Prime Minister asked the province's agriculture to constantly strive to achieve a growth rate of about 3 percent; increase the value of agro-forestry-fishery production by more than 3 percent, and increase the forest cover to 42%; planting 1 billion trees in urban areas; establishing 2,000 new agricultural cooperatives in remote areas, bringing the total number to about 20,000 cooperatives, of which 16,500 are operating effectively.
