The main cause of this decline is that the Covid-19 epidemic has had a great impact on the production and processing activities of many processing enterprises/factories for export, many enterprises and factories only operate in Vietnam. 30-40% capacity, even closed due to F0.

STILL HEAVY ABOUT THINKING

Minister of Agriculture and Rural Development Le Minh Hoan said that in the last months of the year, the Covid-19 epidemic is forecasted to continue to develop complicatedly with many difficulties and challenges of the world and domestic economy, causing consumption to decline. Domestic agro-forestry-fishery consumption and export will continue to face difficulties.

In the past time, especially in August 2021, the export of agricultural, forestry and fishery products has decreased sharply, due to the fact that in the social distance to prevent the Covid-19 epidemic, many localities have been too extreme when controlling. freight.

Many localities have been too extreme when it comes to controlling freight. The commune makes it difficult for the commune, the district to make it difficult for the district and the province to make it difficult for the province. That is cutting-edge thinking in management. Must limit cutting thinking in management, so that the agricultural industry limits risks and uncertainties.

Mr. Le Minh Hoan, Minister of Agriculture and Rural Development.

For the agricultural sector, Minister Le Minh Hoan, said that for a long time, there are three short-term thinking that still exist. That's farmers thinking seasonally; business thinking business; government thinking tenure.

In order to remove difficulties and find a solution to the basic consumption of agricultural products and to export agricultural products, Minister Le Minh Hoan proposed three solutions. First, get rid of the seasonal mindset. Faced with any short-term pressure, farmers also need to join hands with the agricultural sector to come up with long-term visions from 5 to 10 years.

Second, strengthen dialogue. Any profession needs a development triangle, including state - market - society. Only when this interference interval is wide enough, the uncertainties and risks will be reduced.

Third, expand development spaces, promote regional linkages and sub-regional links. Currently, we are still thinking in the direction of dividing into provinces. To adapt to a series of problems such as epidemics and climate change, the agricultural sector must change, setting out common development strategies for all 13 provinces of the Mekong Delta.

To expand the development space, the parties, from state management agencies, businesses to cooperatives and farmers need to sit down to empathize with each other.

Minister Le Minh Hoan shared, the expansion of development space will help break down barriers to circulation of agricultural products from fields to processing plants, to businesses; from factories/enterprises to export ports. At the same time, it will also help save costs in goods circulation.

The epidemic has caused farmers and businesses to sink into many difficulties, but this is also the time for farmers and businesses to be clearly aware of the impossibility of small, fragmented and spontaneous production.

"Policy makers must put in the position of a business owner, to understand the difficulties when goods are congested. On the contrary, businesses also need to comply with production measures in the new situation such as ' 3 in place' to help the locality fulfill the dual goals of both disease prevention and control and socio-economic development. All stakeholders join hands to develop, creating a development ecosystem.” , the Minister emphasized.
